I think I have come to the conclusion that Arrears of Revenue should not be shown as Assets in the Statement of Assets and Liabilities in future. The amount of Arrears should be shown not in the body of the Statement but in a footnote & it should be stated in the same footnote what fraction of such amounts is considered recoverable.
